Michael Baker International has been named the Program Management Consultant for PennSTART, a collaborative effort between RIDC, Pennsylvania Department of Transportation (PennDOT), the Pennsylvania Turnpike Commission, Westmoreland County, and Carnegie Mellon University to develop a state-of-the-art facility envisioned to benefit emergency responders, transportation technology companies, and research institutions while supporting the local economy.

The firm will develop a master plan for the facility, a project phasing and implementation strategy, procurement documents, and provide design and construction oversight services for RIDC. The project team led by Michael Baker also includes engineering consultants HDR and BRPH, aviation specialist uAvionix Corporation, and mobility testing service provider Transportation Research Center Inc.
